Opened in the spring of 2026, this is a massive, premium public library spanning over 35,000 square feet ($1,000\text{ pyeong}$) in the basement level of the Brighton Yeouido apartment complex. It is designed with a modern, relaxed "bookstore-style" layout rather than rigid study desks.

  • Best For: Casual reading, families, and remote working/studying.

  • Features: General collection, youth/children's zone, English book section, a community hall, and Seoul’s first English-dedicated kids' cafe.

  • Hours: Tue–Fri: 09:00 – 22:00 | Sat–Sun: 09:00 – 17:00 (Closed Mondays and public holidays).

  • Location: B1, Brighton Yeouido, 39 Gukjegeumyung-ro.

2. National Assembly Library (국회도서관) — The Academic Landmark

This is one of South Korea's two national libraries and functions as a massive academic and public research center.

  • Best For: Serious studying, academic research, and accessing enormous digital and physical archives.

  • Features: Millions of texts, extensive legal/government archives, and quiet, traditional study spaces. Anyone over the age of 12 can enter, but you need to register for a digital user pass at the entrance.

  • Hours: Mon–Fri: 09:00 – 22:00 | Sat–Sun: 09:00 – 17:00 (Closed on the 2nd and 4th Saturdays of the month, and public holidays).

  • Location: 1 Uisadang-daero (Right next to the National Assembly Building / National Assembly Station Exit 1).

3. Riverside Library / Gangbyeon Seojae (강변서재) — The Cafe & View Option

Located on the grounds of the National Assembly right next to the Han River, this is a unique hybrid library-café run by the National Assembly.

  • Best For: Scenic reading, a relaxed coffee break, and cherry blossom viewing in the spring.

  • Features: Wide glass windows offering panoramic views of the Han River, outdoor terrace seating, and a curated selection of books.

  • Hours: Mon–Fri: 08:30 – 19:00 | Saturday: 11:00 – 19:00 (Closed Sundays).

  • Location: 2F, Building next to National Assembly Sarangjae.
